I don't know, maybe they're just trying to up their terrorisim count, see if they can get more loons than Indiana. But, whatever. It sounds like a very cool way to spend a weekend, sloshing around looking for loons. And mosquitoes. Sounds like, in fact, a pretty looney idea.
