And no states—zero—could explain what this paragraph means

Chamber of Commerce grades states' schools. How did yours do? - CSMonitor.com
"The states did not receive a composite grade in the report, but seven states earned at least four As: Colorado, Maryland, New Hampshire, New Jersey, and Vermont each earned four; Minnesota earned five; Massachusetts six."
Also, do the teachers get to rate the Chamber of Commerce now? An educational lens on business progress, so to speak?

Later: Finally, I figured it out. It is a perfect example of the reason A's plural is A's, not As. (All 50 states should at least be able to explain that.)
