Not that it's not possible to live in a non-written world; great ventures have been pursued successfully without written contracts. But the norm in recent times has been otherwise, and so the common assumption that if it's not written down somewhere it's probably not true.
And isn't fear of a government that does not keep records of what it's done part of the problem here, not a solution?
