My head hurts

BAGHDAD (Reuters) - The commander of U.S. prison camps in Iraq said he wants to cut the number of Iraqis in his custody by around two thirds by the end of 2008 as part of a wider counter-insurgency plan to bring down violence.

(Reuters)

So let me see if I've got this straight. We locked these guys up because they were suspected (by us) of being insurgents, and now we're going to let them out again to reduce violence? OK then!

I still don't get it.

Its the military.

Years ago my X-father-in-law who worked at a military base said a large number of vehicles had been loaded onto rail cars for deployment to a cold climate.

The troops were ordered to drain the radiators and add anti-freeze.

Then the order came down to drain the radiators and leave them empty.

The funny thing for any of us who know anything about vehicles is that neither order made sense. If they didn't drain the engine blocks, the vehicles would have cracked blocks and been useless in either case.

"Cracked block" sorta sums the whole thing up, now that you mention it.
