"40-50% chance of above normal precipitation"

 Maybe it's just me, but this weather forecast from NWS Boston for the first week in July seems somewhat less than useful: 

A little less than maybe it'll rain more that it usually does.

Or maybe I should say, that's somethng that's 40-50% worth knowing.
