I used to know a guy who was a bomber pilot in WWII; when he came home after the war he couldn't buy a drink. Too young. 

And couldn't vote. 

Years later, the voting age and, in most places, the drinking age got lowered to 18. 

Now, a number of states have raised the legal drinking age back to 21. Imagine the uproar if they tried to do that with the voting age.

Someday, we should get this whole matter of "teens" figured out. (But I'm not holding my breath.)
