The U.S.'s failed denuclearization deal with the North in 1994 offered to construct two light-water reactors for North Korea, along with diplomatic benefits and sanctions relief, in exchange for ending its nuclear weapons program. The deal fell apart in 2002.
So this guy Bolton, objectionable as he may be, is not entirely wrong when he tweets that history has shown talking to North Korea doesn't pay off.
For the record, the president in 1994 was Bill Clinton.
