Barney Frank (D-Mass.) accused House Republican leaders of stealing the idea for a bill introduced by Reps. Jim Himes (D-Conn.) and David Schweikert (R-Ariz.) and permitting Rep. Ben Quayle (R-Ariz.) to introduce a similar proposal.
