No, something called Colors Pro. I don't use it much but it can be fun. Originally I was just looking for something that would desaturate the color-now there are lots of apps that will do that. But this lets you selectively "rub" the color back in.
BTW there's a free Photoshop app now called PS Express that has a limited set of interesting features and a larger set of pay-to-add features (none of which I've tried but some of which look tempting).
