It's called Colors Pro. There's a free version which has advertising and limits the size of the photo one can create; the paid version removes the ads and limits and costs a buck or two. Basically what it does is desaturate the picture when it opens so you start with a b/w image, then provides tools for restoring the original colors selectively. Lots of fun to play with.
